This is true. Although I haven't bought a Line Gun yet, I keep finding Line Gun ammo in set locations but never on monster drops. I'm tempted to just ditch my Pulse Rifle and Ripper, and use my Plasma Cutter exclusively, saving the Flamethrower for dealing with those stupid miniature spider things.
