Of those:

YLC has squirmed a bit, but as Sigurd notes, it would seem he has a role, but good/bad is not certain at present.

Phil is a classic semi-lurker and touchy when voted for.

I would say bad....as he has no proof that he IS good. He can't claim that he saved Ichigo, he can't claim he has been investigating anyone really(he only voted for Khann once but then toke it back right away)....Plus was Khann not a comm officer or something like that? Makes my, he converted two guys at the start more realistic,since they worked in the same department....
