Thank you Anubis. I will tear down all the buildings in Persepolis and rebuild them, maybe then it works.
Besides - I just realize, that the City johnhughthom used for his example IS persepolis :D so it must work.... except there have been changes in EB 1.2

I implemented this government twice in Persepolis, both times with version 1.2.
Perhaps you screwed up the build order. That happened to me and it cost me quite some time in my first Pahlava campaign.

Hehe... I once lost the paper where i had the guide, and i had no internet connection, so i bluffed my way in Gabai and Karmana, using different build - orders, and still got the reformed goverment in both towns! I guess i must be really lucky :D

No problem, if you have any other question about Parthia, just go away and ask. I played with them till 89BC ( a record at the time, you can see in the faction progression thread) but i conquered all of the historical Parthian territories at that point, and after a while i stopped playing. I started even a huge expedition in Arabia... That poor Saba. Pahlava are like cryptonite to their poor unarmoured units :)

I can only imagin ^^ When I have ordered the settlement-structures in my empire, I will also go on some campaigns ;-)
