Compare it to swords of a similar size. I believe its lethality is higher than Camillan and possibly Polybian Roman swords, and I am pretty certain its better than the few other short swordsmen out there. Since a lot of the sword infantry you will see as Luso will be of the Celtic variety they will be wielding bigger longswords with a comparably higher lethality.

I'm pretty sure the caetrata lethality is .13 which is as low as a sword lethality can get, and is on par with some spear units even. Many swords have a lethality of up to .25, although as you say, these are often longswords. I'm sure that romani swords have at least as high a lethality, and while I'm not sure, I beleive some sword wielding romani units have the .25 sword lethality.

Quick check of the swords reveals that the lethality is indeed the same as most other shortswords but it has the AP attribute, which others tend not to. The Romans don't get it, and I can't think of a long sword that does (for reference, the Milites Ilergeta have a 0.225 lethality longsword with no AP). So the Iberian shorstsword units will hit more often (AP) but not get as many "kills", though knocking down/stunning an opponent in game is effectively a temp kill as it prevents that unit from striking back for a bit, and they tend to die shortly afterward. Unless there are any longsword wielding Romans, they all get the 0.13 lethality shortsword. And if you want raw lethality go for cavalry spears/lances or two-handers. They typically have at least 0.33 lethality.
Also of note: the Iberians have higher-end lethality shortswords in any case. One of the Gallic ones have a mere 0.1 lethality, and no AP! Only the unique Getic/Thraikian weaponry is better, with massive lethality + AP. In your corner of the world, though, you have the AP edge.
Also Also of note: Remember that attack speed also matters too. You'll have a fast attacking unit in those Iberians, probably notably faster than the many Celtic, Roman, and Punic swordsmen you'll face. Spears, even when they have similar or higher lethality, tend to be slow attackers.

Pedites extordinarii also use an AP sword, but other than that it appears you are right. While they are almost all .1 lethality, the iberian swords do all seem to be AP.
