Sauromate Allies

I'm not getting the option to build allied governments in the 2 crimean towns. I built military occupation of local towns, but I don't get the ally option in those 2. It seems to work fine elsewhere (caucasia).

Is there something else I need to do?

IIRC, the allied government is only available in regions that don't have the nomad hidden resource.

Hmm. . . so was it ever possible to build allied governments in the crimea?
I only ask because the RV shows units available via local mic's, which are only available to allied governments. . .

I encountered a similar problem with Gáwjám-Bastarnoz. The odd thing is that the Sauromatae AI can build an allied Government there and I can't. Given the excellent "Allied" recruitment options for Sauromatae in this region, I just wonder whether this is intentional. Now I know that the Crimean provinces and Bastarnolandam have "mixed" resources, but what then is the point of the Sauromatae only theoretically being able to recruit Germanic and Hellenic troops there?
