Ok so I looked at the building tree for the Romani and it said that you need to build govermental buildings in order to advance to the next military era. Is this true? Could someone please explain this to me?

year 242BC-240BC youll get Polybian reforms,
Near 172BC youll need a "marian general" with speicific traits etc(someone can elaborate)
and after 100BC you can get Augastian which is nearly impossible to get,well almost....

Ok, but I looked at the building tree for the Romans and it says that in order to change from Camillan to Polybian, you need to build a level 1 goverment? I looked at the FAQ and that didnt even answer my question.
The FAQ gives the full set of conditions for triggering the Polybian reforms...read the information there, satisfy the conditions and you will trigger the Polybian reforms. I did, I did, and I did.

Ok i'm having some problems with the Polybian reform. It's past the year 242 ( it's 236 BC ), I have 3 of the required cities to the north, and 2 of the required cities in Sicily. Still no reform. I've even tried ending the season about 10 times to see if it shows up, and still no luck. I've had the fog of war lifted since the beginning of the game if that helps any.
Edit: I just read in a thread that you need to enable the script at the beginning of a campaign? How do you do that?

Click on a city, and the advisor will appear. Click on him and then on the "show me how" button. Do this every time you start or load a campaign.
