Ok, but If you DIDNT activate the script in the beginning of the campaign, will the reforms still work if you activated the script right before the date of the reform?

If you do not have the script on, much more than the reforms will be broken/lost. You have to have the script on at all times. If you do not, the game will not work correctly. It won't simply be RTW with EB units or anything like that, it will be a broken version of RTW with EB units. The AI will fall into debt and will not have government buildings placed, meaning they won't be able to recruit units.

    Default AW: Romani Reforms question

EB is not EB without the script. It's just not a quarter the fun without. Maximum time without script would be one AI's turn to get past a CTD. So, since you seem to be a rapid player, I recommend you to start over again.

The biggest thing that would mess up is the government system. The AI was not (and cannot be) programmed to understand the EB government system. They don't know that they need to build governments of the appropriate type for given regions. So, the script will automatically place governments for the AI. Without this, the AI can-not/will-not build the correct governments (if at all) and therefore cannot build the correct MICs (barracks). This will result in the town not having proper public order and not being able to recruit the appropriate units.

Secondly is the money script. When you started the game you probably noticed that you were going broke pretty fast. You know how to deal with this and how to get out of it, the AI does not. Without the script, most of the AI factions will go into debt and never get out of it.

There is also the four-turns-per-year script that much of the scripting and traits depend on.

If we could, we would have the script start automatically. Unfortunately we cannot and require the player to start it every time they start a new game or load a saved game.

Other than that, there are gameplay and balancing effects such as army spawns and reforms.

For some factions it is not that hard to stay out of debt, but others are practically condemned to get indebted, if you don't want to abandon your whole army.
