I have the rebels turned off but there are these scripted armys and i want to know how to get rid of them.

Um, how exactly have you turned off rebels? We certainly haven't scripted any armies to spawn in the british isles, so I imagine that its a rebel army (either that existed beforehand or popped into existence).

I turn the rebels to 0 in the desr_strat and it works for almost all factions i use but for some reason when u play as Casse , Sarmatians or the Germans u get these crazy pop up elite armys.
Am i wrong about turning it to 0

Ouch, setting rebels to 0 was a big mistake. This value works in reverse, meaning the higher you set it, the fewer rebels will spawn. I don't what exactly this value states, but e.g. increasing it to 1000 should reduce the spawn rate to an absolute minimum.
Setting 0 means they are building nests all over the world and keep reproducing like ants, spamming armies almost every turn...

Ah, it's nothing based on deeper knowledge of the mysterious RTW engine, it's basically empirical study ;) .
I also was dissatisfied with the standard rebel spawn rate as it gets incredibly annoying having to hunt those pesky mini armies especially if you have a big empire. I chose to impose other restrictions on myself instead of having to fight all those slaughterhouse-battles, so I wanted to reducte the spawn rate to 1/2. And well, obviously I soon encountered more rebels than my empire had citizens, so there had to be something wrong.
Increasing the value helped, so I greatly assume my theory is right.
Oh yeah, and this works completely the same way for the pirate spawn value, so if you want to encounter anything else in the Mediterranean than hundreds and thousands of almighty pirate bands, you can increase this value by free choice too.

There is another for pirates just below.
I figured it out right after i posted , RTW 1.2 was 0 but when BI came out you have to increase the number, i just put it to 9999 because the rebels are just dumb like u said , spawning more than population.
I actually like the challenge a good band of brigands can offer sometimes. It's good for your generals since they will get some battle experience, so I keep it at the standard value. If the brigands appear, I will fight them.
I always put brigands at 0. Then they spawn in big armies which make for good battles which make my general uber awesome when he invades greece with 3/4 of an army made of levies and wins 6 battles in a row.
In my experience increasing the number leads to less spawns, but the spawning armies are bigger. So instead of getting masses of 2 unit armies, I get one 3/4 stack rebel army now and then. And that poses quite a bit more of a problem if spawning in poorly guarded homelands. And playing "Hard" on alex.exe causes them to actually to roam the lands, leaving destruction all along their path.
