    Default Pahlava culture.

    I was just wondering what culture the Pahlava are in EB. I assumed I would be able to use nomad buildings but after taking a Saka town the nomad buildings are giving me a 50% culture penalty.

    Pahlava are eastern, not nomad culture

    is there a list somewhere of which cultures are compatible? can't see it in the faq. i noticed i could upgrade aedui temples as casse, so assumed that i was not suffering a culture penalty with their temples. glad i didn't do the "automatic destroy temples on conquest" style play.

    cultures aren't compatible with each other. I suppose you mean which factions are compatible. No, there isn't a list, but you can find it easily by looking at the culture of a faction in descr_sm_factions.txt

    The cultures are "Roman", "Western Greek", "Eastern Greek", "Semetic", "Eastern", "Steppe", and "Barbarian". Most of these are self-explainitory, except of course Pahlava which is "Eastern" and not "Steppe".

    Does this mean that two factions that share a culture can upgrade each other's temples, on conquering a settlement belonging to them? even though the original temple will be to a different deity....

    yes it does, actually with the romans I can even upgrade temples originally western Greek
    I think it happens when their effects of the temple are roughly the same

    i am thus assuming that in upgrading a temple from another faction, the culture penalty, if any, (for having a temple of another faction in your settlement) would be removed, because that temple becomes one of your own....right?

    All temples make use of the same six temple building lines, so most factions can upgrade the temples of all others. There are few factions that only use part of the temple lines, though, so they can only upgrade some temples (top of my head: Lusotannan, Sweboz, Sauromatae and Saka). They will not get any or only a small bonus from a unupgradable temple. If you upgrade a temple, the culture penalty will be reduced, but since the main contributor to culture penalty is the governor's residence, you won't notice much of a difference.
