    Default Permanent unrest penalty in all conquered settlements

    As the Romani, ALL of the settlements that I have conquered during the campaign seem to have a permanent 15% - 40% unrest PO penalty listed on the view settlement details tab. Only my original starting settlements are free of this penalty.

    Immediately after conquering a settlement, this penalty is around 50% to 60%, but decreases by 5% after each turn till it reaches a level between 15% and 40%. Then it just stays there as does not seem to go away despite any action I take in the settlement. I know this is not a result of enemy spies or FM with unrest traits. Reducing taxes or replacing foreign buildings has no effect on the unrest penalty. In Vanilla RTW, this never was a problem, the unrest penalty always decreased by 5% each turn until it went away completely except for the few settlements that were hardcoded to have a permanent unrest level.

    This is my first EB campaign and I've played to 255BC. Does this unrest penalty ever go away? Is this a problem for all Romani players?

    I do not need any advice in managing PO in my settlements as I am well aware of how to do this.

    there is all too much unrest in EB. Thats probably the only thing I dislike about the mod. All the focus goes to build buildings and garrisons and stuff. And suddenly the governor dies, and they revolt. I hope someone could give a real good lesson on how to keep publish order high. Or that they fix it in EB2

    High unrest isn't a bug its a feature.

    Besides, not ALL the territories will have a penalty. Taras and Rhegion will both have theirs disappear over time I believe, as will most others. ironically, Spain is terribly easy for me to keep in control as only Oxtraca and maybe Tyde seem to have any real unrest. I believe that they have it set that way for historically hard-to-control provinces. Most, assuming you build up and remove the culture penalty, have near zero unrest. 15% and above just means it was a historically rebellious place (so i am led to believe).
