    Yep that looks like the remenants of central european defender scripted armies there. Once they're general dies they can wander where they please.
    In one of my old rome campaigns by 170bc there was 10+ full stacks stuffed full of 3 silver chevron axemen and solduros just sitting in noricium doing nothing, i had just got the marian reforms so i decided to attack some of the isolated stacks to gain exp for my new leigons...very bad idea, got royally trounced in the battle, followed by all the stacks invading italy! (they even wiped out the adeui which had been a buffer state on my eastern border).
    I'd lost 3 armies and 2 cities to them (they still had around 7-8 stacks remaining) before eb 1.1 came out and i changed to that. It was certainly the biggest scare i've ever had playing eb.
