Have you actually succeeded in gaining the reforms with a nomad market or are you just reading off the building browser?
That's very odd, unless it was changed for 1.2.
Not that I prefer reviving old threads, but since the search came up with this, it seems pointless to start a new thread over it.
I'd like to ask why my starting settlements Khiva and Nisa won't get reformed pastoralism. I mean I've build the provisional military government, large market, settled community, and warlord's horse herds, and it still doesn't pop up. I know it's working right because two of my newer settlements triggered the reformed government...
If possible can anyone tell me the absolute must have triggers for reformed pastoralism? I've followed the build order and it seems to go 50/50 for me.
My bad, I just checked up the map of where I can build the reformed government....it's weird that Pahlava can't build it on their starting provinces though...

Further up the thread (Post 4 or 5) is a map that shows the provinces that the Reformed gov't is available in. The reform is only available in the provinces highlighted. In game mechanics terms, "must have hidden_resource Pahlava_home"
