1.Military occupation. (must be built, required for gov't reform but not for pastoralism)
    2.Migration (required for pastoralism)
    3.Pastoralism (self explanatory)
4.Large Nomad Market (may be built any time before the reform, but is required)
5.Settled Community (may be upgraded beyond this level if you wish, but is capped and recruitment disabled by 'Advanced Settlement')
6.Elite Herds -> Warlords Horse Herds (must be built BEFORE reformed pastoralism, as reformed pastoralism disables the construction of Herds line buildings, also may be upgraded beyond this level, see Settled Community)
    7.Reformed Pastoralism (self-explanatory)
8.Advanced Settlement (any time after ref. pastoralism-disables rec'tment from settlement line bldgs)
9.Settled Aristocracy (any time after ref. pastoralism-disables rec'tment from herds line bldgs)
10.Reformed Parthian Government. (required everything above)
It seems point 4 is somewhat redundant: to build reformed government you need Nomad Market only. Large one doesn't do any harm though

Have you actually succeeded in gaining the reforms with a nomad market or are you just reading off the building browser?

That's very odd, unless it was changed for 1.2.

I've just double checked, please see screenshots
Spoiler Alert, click show to read:

Although if your market is not nomad you need at least Agora for some reason (which looks like Large Nomad Market).

Not that I prefer reviving old threads, but since the search came up with this, it seems pointless to start a new thread over it.

I'd like to ask why my starting settlements Khiva and Nisa won't get reformed pastoralism. I mean I've build the provisional military government, large market, settled community, and warlord's horse herds, and it still doesn't pop up. I know it's working right because two of my newer settlements triggered the reformed government...

If possible can anyone tell me the absolute must have triggers for reformed pastoralism? I've followed the build order and it seems to go 50/50 for me.

My bad, I just checked up the map of where I can build the reformed government....it's weird that Pahlava can't build it on their starting provinces though...

Further up the thread (Post 4 or 5) is a map that shows the provinces that the Reformed gov't is available in. The reform is only available in the provinces highlighted. In game mechanics terms, "must have hidden_resource Pahlava_home"
