Cavalry doesn't shift to secondary weapon

I've noticed that most cavalry, after charge, doesn't shift to the secondary weapon which is a faster attack, is this normal?
I mean, they shift sometimes but it's veeery weird when they do, so if sometimes they do maybe there's a way to charge so they shift quickly(?), or is this some problem above my knwoledge(programming)???
if anybody knows please let me know
