I agree with TCV. Avatars should not to be moved if SOT say that you can't do it. It's all about RP.

For example: TCV writes a story how his character is in Ariminum with his army just to find out that last season he and his army was moved from Ariminum to Arpi. In that case his whole story will look strange.

Although if rank have the power to move units then that person can move units but not avatars.

And it is said in the Rules that:
