Let's say we elect 2 consuls and 1 praetor.
The CoF must be in Roma
The CoL cna chose a theatre of war (most likely greece, which means one provicne less to be governed by a PG)

Which leaves 3 provinces.
Maybe we should consider for the first time we send off the praetor to govern aswel

that means we only have to elect in the curia 2 PG's
