    So? That's realistic!

    Rome did not have immortal armies of god-men who patrolled the peninsula at all times!

    If anything, if the situation is serious enough you could call up some levies with add_unit. If that's not an option, well, the enemy had good intelligence and struck during the creation of a new legion.
