unfortunately I can't complete my comment tonight because a stupid headache I got from hitting my nose on a stupid pole while playing basketball and causing a massive nosebleed and from playing too much EB over the weekends is making me unable to stay up longer.

and I'll just say that your proposal's part about legions being paid by the state may contradict with navarro's intentions of a personal legions; he mentioned it (personal legions being paid from forums trapezai) before.

and I don't exactly see how under your suggestions the game would be carried out; because it seems radically different from the current method. like provincial govs/consular legions being the only guys conquering stuff (correct me if I'm wrong), state legions (currently standard legions) having no defined role (I don't see it anyway) and etc.

and about the retrain thing, it does lose. a unit of heavily depleted arabian levies from my current saba campaign with 2 silver chevrons and 12 men was reduced to 3 bronze chevs after retraining
