Most probably. The way the establishment would go about doing this would be so secretive that no one would notice until it's to late. Some people suggest with ID cards and the like as well as controversial anti terrorist legislation were going down that road.

I just can't ever see there being rebellion in country's like the UK or America where the establishment is so prominent in every aspect of life.

Some southern (and northern) states have a lack of weapons restrictions so if a people's militia wanted to form here in America, it would be fairly easy.
