UPDATE: Should the 3 players who havent voted vote no all legislation's will pass. Should they vote yes all legislation's will pass. In 2 hours or 1600 Pacific time the polls will close.

The point is that to pass an edict only needs 6 or 7 votes with only a dozen people playing. With 9 votes in favour even if everyone else votes no then the edicts all still pass and thus their votes at this point are somewhat irrelevant.
