New fix, this time for Carthie reform spam. Hopefully no other reforms are affected in the same way.

Carthie reform spam??? The charties have had the reform in my campaign, and except for a missing EB description for the reform, nothing is wrong. It's been 40 turns since they got them. Can anything go wrong after that still?

I don't know, they were reported to be spamming in one guy's game, and this change made them stop spamming for him

. I basically replaced the old fix for the Carthie spam with the way I did for the Sweboz one. If you don't have a problem, I guess it's fine the way it is for you.

The old way of fixing the reform spam happens regardless of who owns the appropriate territories. Let me tell you every time I play as the Romani I'm sure my legions are quite surprised when a magical building sprouts out of the ground declaring the Carthage Reform. But then I've never had it spam....
