Is there a way I can activate a 'proper English' spell check? If not, are there any plans to implement one?

Firefox has one...underlines the words in red as you type. Although it turns itself off sometimes for no apparent reason.
If I remember rightly, the .Org itself used to have a spell check system. Admittedly, however, it was a little bit inaccurate in its suggestions (as in very often they weren't the word you were trying to spell).
If your using Internet Explorer, there is, however, IESpell. There's a link to it's website when browsing the .Org with IE - it's the spell check icon in the editor. I think its compatible with both IE 6 and 7, but don't quote me on that.
Alternatively, there is Firefox as Sasaki has said. There does seem to be some sort of bug with how it reacts to the WIASAG (complex .Org posting editor - shows the post's formatting as it will appear on the page as you type) though which causes it to turn itself off. This bug doesn't seem to affect Firefox 3.1 (BETA 2), what I'm using, but it may affect Firefox 3, the latest "stable" release.

Well, now it does. Now that someone implemented a new version of "Reply to Thread" thingie. Before this happened, or a week ago, I had no problems with the Firefox spell-checker. And it still works fine on the other sites. If it does, however, turn off, then just right click, which will display a brief menu, then un-check "Check Spelling" after which, check it again.
