Yes, check out the 2007 June preview: the process of going through the agoge is explained there. Performance in the krypteia is indeed affected by the primary character traits (intelligence, charisma, vigour), but don't know exactly how. It's worth to keep in mind that there are in fact six levels of each of these traits, but you only see the broad trend on the character detail scroll.

Can other hellenic factions FM's get that trait or only Koinon spartans??

All faction members of all proper hellenic faction (so not just Spartans) can participate in the agoge, provided their faction owns Sparta off course.
