I don't really know what you are talking about... Are you talking about the government buildings? Or are you talking about the thingy between "grant of land" and "latifunda".

In the former case: gov buildings increase public order and decrease squalor. Take a look at the City Mod if you don't like Huge cities everywhere.

In the latter case: They lower public order and increase growth. Only build them in Italy to get the Reform (see FAQ) or for role playing reasons.

That said, neither time nor money are an issue once you've taken control over Italy, Sicilia, Corsica and Sardinia.
