What you are describing Mediolanicus sounds exactly like what happened in my game; seeing the FM keep the office for consecutive years without an election message every spring. Its annoying to me since I have yet to see that FM get elected to a different position (ie my consul never becomes a censor). Once he gets stuck with the office the game has yet to remove it from him; the situation only becomes resolved when the guy dies. Fortunately, this seems to happen rarely and to guys that are in their 50s, so I don't have to deal with the annoyance for long.
