The only thing that disturbs me is that you have Legio XXI so early in the game. But I presume that it is just a test run and that when complete your mod will assign legion numbers in sequence (I, then II, then III, then ...), will it not?
BTW, IIRC ExRM mod for RTR has rather well developed system of cursus honorum and legion-army ancillaries. You might want to check it for inspiration here.
