Trouble Starting EB1.2

Im having trouble starting EB12. I've downloaded EB 1.1 and 1.2, and I have installed them on a clean RTW 1.5. Now my problem is that whenever I run EB, EB only runs 1.1 and not 1.2. I've followed the installation guide and I've tried installing EB like 4 times (not in one day but over the past 2 months or so). So I put RTW in HP (C:) and I've put all EB installations in C:\Rome - Total War. EB1.1 is in its own folder called EB and EB1.2 is in EB12. Btw im on Vista. So if anyone could help me with that problem that would be great.
