Just choose where your RTW is located most players put RTW C:/Program Files/Activision/Rome - Total War. mine is on D:/Program Files/Activision/Rome - Total War so just find your link for your total war folder .
not C:/Program Files/Activision/Rome - Total War/EB

to check whether my mod is installed or not just open EB folder then EB Data folder find export_descr_ancillaries.txt in EB Data folder.
open it then press ctrl+f write Atraphoenix if you see these lines :

;===============================================================
;===============================================================
;Roman Provincial Government Triggers - EOM 4 by Atraphoenix
;===============================================================

you did it.
My last version EOM4 is an install.exe but the previous ones were manual copy paste. so do not mix them. If you like previous ones you have to copy paste them manually.
