What would you like to see? I can stay up for another half hour or so but then I will have to call it a night, Russia is only angry with me because I attacked Poland to reunite Prussia, haven't come across them in battle yet, nice to just fight the little on province states for now.

How far up the tech tree do you have to go to get the fire by rank?

You must also have built the Drill School, which is the upgrade of the Barracks, hence why it is shaded out.

Minor factions tend to stay out of your way unless you go attacking their allies.
