Simple answer: the EB mod is continually updated, some features from more recent versions aren't present in older versions (obviously).
It sounds as if you are playing with v1.1, the Punic (Phoenician, Carthaginian, etc.) voicemod is included in the 1.2 patch and should solve your problem. Download it from the relevant page at https://europabarbarorum.org/ and make sure to install it to the correct directory (and not something like "RomeTW\EB\EB" as I did :|)

ammm i am playing eb 1.2 the problem is why the units don tell their names for example the hastai they tell the unit that they are. it is a problem whit my game or it is general....

Strange, I'm getting voices, at least with my Iberian units.

Iberians do, Quarthadastim don't yet. They respond to orders in Punic, but they don't tell you their names because the voicemod isn't finished yet. Hope that makes sense
