I thought it was impossible to turn into a Monarchy. Only a Constitutional Monarchy or a Republic.
I need techs, I will build schools regardless of consequences.

I want to keep a monarchy as long as possible, so low tech.
Focus on schools and technolgy.

Focus on keeping one system of govt.
