A sub forum sounds like a good idea but some of the more major non-playable factions deserve a spot here, factions such as the Mughals, maybe Portugal and possibly Persia.
Have we already explored the possibility of creating a Technology guide, Naval Battles guide (I could use one of those) or other strategy discussions of a smaller scale? I would appreciate something such as a "How to deal with Native American Cavalry" guide and small little tidbits of help to take on regional armies and the like.

i think that the idea of regional minor guides is the best suggestion here. we could have:
Indian Minors:
Mughals
Mysore
American Minors:
Cherokee
Iroqious
Pirates
New Spain
New France
13 Colonies
Louisiana
Inuits
Plains Nations
Pueblo Nations
European would be done differently. it would have regions in it like so:
West/Central European Regions:
Italy(Italian States, Venice, Genoa, Knights of St. John)
West Europe(Hannover, Portugal, Savoy, Saxony, Westphalia)
North East Europe(Denmark, Courland, Bavaria)
North Africa(Morocco, Barbary States)
Middle East(Persia, Crimean Khanate, Dagestan, Georgia)
I am sure that there may be more for each, but I cannot get on right now. I did not include emergent factions because they are as of yet unplayable.

With all the various changes made to the game, it wouldn't be a bad idea to start over.
None of the factions play the way they did in 1.1 when this was set up and the various threats have changed considerably. The difficulty levels now make a big difference in how you approach playing a faction now as well.

Indeed that's true, and the heavy handed update approach almost ensures that people are playing the newest release. If such a suggestion had been made before 1.4 I might've suggested to "wait until the AI's being worked on", but it apparently is, so here we are!
I'm hesitant to outright scrap the posts, but maybe an archive sub-forum set aside for 1.0-1.4 strategies with a fresh set of threads for post 1.5?

If I may be so bold as to make one further suggestion...
A spot for General Guides for Diplomacy, Economics & Trade, and Basic tactics for Land & Naval Combat that apply to most or all factions.

sup all i would ask this on TWC fourms, but its down atm
anyway i keep hearing that if you gain a protecorate it counts as your region on the objectives pannal, however this is not the case for me, is there something wrong with my game?

I can't argue with that, but he could have at least had the common courtesy to read the rules, or use common sense to post a new thread/post in a relevant thread, not something completely different. pretty obvious he didnt even read the rest of the thread. Typical TWC.
