Mouse Map Scroll Lag

In the campaign map (and maybe also on the battle map), when I put my cursor at the edge of the screen, there's a 1-2 second delay before the screen starts scrolling in that direction.

Is that a bug? A graphics glitch? A new feature? If it's a feature, can I disable it?
