Can you set the tax rate for individual cities, or just on the whole?

I don't know if you start as Prussia, who doesn't have any theater specific cabinet members, if they would get a new minister or if they would be able to set different tax rates per global region.

When i conquered an indian territory in my prussia game i got a viceroy for the india region and could set the tax rates there seperately from europe.
