The 3 forms of govt are Republic, Monarchy and Const Monararchy.

The hardest to get is Const, because the upperclass I believe has to rebel while you are in a Monarchy, and generally the upperclass won't because the upperclass are much harder to make rebel then lower class. For whatever reason outrageous taxes on noble class barely affects them, but slight increases in lower classes has drastic affects.
