Problem with client ruler

Hy,

I've been searching in this forum for related problems like mine but found nothing so I submit it.
I'm playing EB1.2 on ALX-Exe
After having installed Type IV government in recently conquested cities I've tried to recruit "client ruler".
For example In messana I 've the possibility to recruit an Hellenic general (and nothing else).
In mediolanum I choose a celtic lesser king.
Waiting for the next turn for those rulers to come, I've to maintain FM as governor.
But when I got my client rulers, I was surprised to discover that they also are family members (bearing roman names and belonging to noble or populus families) and are also considered as interlopers...
I don't even know if it' a bug or if I simply missed something to do to have "client rulers" to work properly
