hmm... seems like a silly bug to me. whenever I decide to give my current faction a break and switch to a save-game, all my government type 'structures' are damaged. for example, playing romans, i switched to epiros (that I had played a week ago), all my epiros government types neede repair (except in the starting provinces); i played a few rounds with epiros and switched back to romans: all my roman non-starting province 'government type' structures needed repair...
just to test: i switched back to epiros after playing a few rounds with romans. all my government type structures needed repair (except the starting provinces). smells like a bug to me...
