I read that you have an ati card?..
When you do...try the settings in the catalyst c.center.
Just google for your prob,and you will find that more people have sort of the same problem
Disable the catalsyt AI(because it will give your more bad than good)
And look for your microsaft netframework....I used once winxp manager and registery cleaners...they fuck up your net framework....download it again and run the repair install...
Then with revo uninstaller(or another unistall program)(But NOT with a ATI tool or a Ati driver uninstaller,they are crap)...uninstall your driver...then try the 9.3 catalyst.
I tryed it yesterday...and it works just fine
