Descr Strat.
Anyone remember this little file, from Med 2 or Rome? ha-ha. I never played the game properly, without gonig into that and helping myself out. E.g Giving extra money, upgrading Citys, from the very start of the game. Making Gun powder available early ect. Is there a way to do stuff like this with Empire? Some extra Money sure would come in handy ;)

It is the startpos.esf file that replaces descr strat, and it is not easy to mode, as it is not exactly in text format but there is a moder who made a tool for it, please look in the ETW Modification forum.
