    Default Changing capitals?

    Is it possible to change a capital? like if i want to move Russia's capital from Moscow to Saint petersburg?

    I'm pretty sure the only way is to lose control of Moscow, even then I don't know if you get to choose which city becomes your new capital and retaking Moscow will make it your capital again.
