I have looked all over, but have been unable to find the answer. I cannot seem to find which factions can recruit Mamluks (I assume they are recruitable in Egypt).

I have looked all over, but have been unable to find the answer. I cannot seem to find which factions can recruit Mamluks (I assume they are recruitable in Egypt).

I think only the Mamluke faction can recruit mamluks. It makes sense.

Not at all really, since if Napoleon could recruit Mamluks, others should as well.

As far as I can tell, no one can. I certainly couldn't as the Ottomans, and as a test let Egypt rebel and form the Mamluk faction. But even they can't recruit them in Egypt, so I image they can't anywhere.
I shouldn't have to live in a world where all the good points are horrible ones.
