The only other way is to destroy the universities. Then us academics would not be able to poison the people's minds with novel ideas.

It depends what kind of government you have. A school causes three clamor for reform in a absolute monarchy, two in a constitutional monarchy and one in a republic. You can counter those revolutionary ideas of the lower classes by building the pleasure palace buildings or by building a church school etc. Priests and hookers, they always come together as the ideal medicine against social unrest.![]()

Does kicking an unpopular cabinet member or holding elections decrease the clamour for reform?
So no one knows anything about the specific numbers for the different governments then? That is a real shame. The game manual is entirely too sparse on a lot of topics.
Government officials can have traits/followers that increase clamour for reform, in an absolute monarchy I keep a close eye on my Gov. officials and have never had much trouble with unrest. I would say you should not put more then 2 schools in a single region, and then only in a "capital," and you need at least one tavern for each. Also I wouldn't put any schools in a "small" region (ie. only one building slot in regional capital.)
I disagree. Some of the best regions for universities are those. Montreal & Afghanistan are perfect examples. They have small populations, and are therefore easily policed with crappy militia units. You don't need dragoons, etc. Both get three towns, for one school, one tavern and one place of worship.
Don't forget that a 3rd level place of worship adds +3 religious happiness for both the upper and lower classes, despite its description in the info card. You do need to reach a certain trigger level though (I think having religious majority is sufficient). Also, once you've researched the maximum farming techs, you can get additional happiness for nobility by upgrading the farms to estates (+1 for Montreal, +2 for Afghanistan).

As Russia I had a Justice Minister who had maxed stars. I never had a problem until he croaked.
Personally, I have found that the best way to deal with them is to let the rabble gather together and declare a revolution/revolt, snicker at their "army" and then cut them down. The only problem is I can't drive their families off the land and take their pretty daughters away to the palace...
