Yes, from a historical standpoint.
From game mechanics standpoint, what happens if there is an allied fleet there? Do they just get kicked out onto the ocean or what?
stay there i dont see why they should go anywhere. U just enter there but not see your fleet merging with the other.

Just realize this would be the one case where multiple stacks (stacks mind you not agents) from seperate factions would occupy the same space.
Even if the prgram was updated to handle this exception how would you handle a third vessel attacking?
Including non-standard exceptions in programs usually reults in CTD's.....oh wait.
as far as i know enemies cant attack fleets inside the ports, all they do is blockade it
