No idea Though new fleets do not always get admirals, so you (when ordered or get permission to) could try to built a fleet and if it gets an admiral, I will re-load for you etc. Or you can simply roleplay him to be a second-third-n-th in command and act as small groups, which is most likely going to be the case (no huge fleets, but fractured ones to cover a greater area).

By the way, I'm thinking of enabling an extra "bonus feature" especially for you. Mainly, I'm thinking of letting you take a share of all all trade incomes (illegally, of course, but it would be possible for a man of such power) and add it to your salary.

Certainly, their in-character behaviour has to reflect (at least up to a certain degree) the traits and psycho-synthesis of their avatars. Note the up to some degree part, though.
