No? Who told told you that? People in Russia have the exact same attitudes on beer. In fact, Russians do not even consume as much beer as lot of the European countries do, or the American South. However, our vodka consumption is the #1 in the world.

...That was the reason I heard for it being a soft drink; it's considered weak in comparison.

-Wine is made from rotten grapes; even animals know how to get smashed from eating rotten fruit and do so in the wild.

-Beer, on the other hand, requires sophistication and actual technology, not just some old ladies walking around on a bunch of grapes and sullying the juice with their overripe feet. In fact, there is a theory that one of the major contributions to civilization was the invention of beer and beer-like products (such as Sake) which require sterilized water, and therefore were the primary source of both clean water and calories for people for millennia.

So: which is really better, rotten fruit mixed with smelly old lady feet or one of the founding pillars of civilization? Me, I put it forward that beer is the more sophisticated.
