Don't think so, I have that tech to trade as Prussia, and Prussia does not have screw breech in their tree. I thought it was a harmless bug and ignored it (since it looked like a bug, I was also afraid to click on it for fear of CTD lol).
I think I've heard something about this being a submarine tech which didn;t make it in the game but still seems tradable. But that's just a thing I've heard on the forums, but it seems plausible.
I saw the submarine tech once during trade negotiations with Britain- seemed like something that hadn't been properly developed, a bug, or a bizarre Easter egg. Either way, I didn't touch it.
It is better to conquer yourself than to win a thousand battles. Then, the victory is yours. It cannot be taken from you, not by angels or by demons, heaven or hell.
