I don't think nuclear weapons is the goal of the DPRK so much as it is the means. The regime cannot survive on its own, it uses tools like this to blackmail the rest of the international community into giving it aid. Then, the DPRK breaks its agreements and goes fishing for more aid and a better deal. And we play our part and give it to them- rewarding them for repeatedly breaking their agreements.
Of course, the other side benefit of it's weapons programs is the export business, which I also imagine is quite lucrative.

Well, they've made a verbal threat to do something, so I guess we'd better send them shiploads of food and fuel in a pathetic attempt to mollify them, so they can continue to divert vast sums of resources to the army and weapons research...
Sanctions and await developments. I don't think the countries around the area can do more barring an invasion in any case.

Nono, they still have Kim Jong who they believe can heal their wounds and stop their hunger. Or maybe they will wake up and get angry at him.
If we invade we punish them as well and they will be angry at us, that way (above) we can let them decide for themselves how much they really like their leader who some/many of them worship as god-like.
