Loads normal Total War

I'm on XP professional, and an administrator account. Well, I just downloaded EB, but I just can't get it to work. I've tried everything. I installed both the game and the mod to program files, but upon clicking the shortcut to start EB, just normal Total War started. So, I tried uninstalling the game and mod and reinstalling to just the root of my C drive, but that didn't work either. Then, the same with the desktop. No matter how I install the game, it won't load the mod. Just the normal game comes up. I've installed the 1.5 patch for TW, and the 1.2 patch for EB, every time.
Please help, I really want to play this mod.
