It looks like you bought a german language version of RTW is all. I suggest returning it and asking for a version of the game in English.

Oh, and just a piece of advice. Please do not write in all capitals. It is the online version of shouting, which is very off-putting.

Can't the installation language be chosen from the start?

Not that I recall. It has been a while since I installed it though. It might depend on which version of the game you have.

Edit - I just went and uninstalled mine and tried a reinstall off my Total War Eras disc, and it gives me an option to install it in English or Italian.

As another note, there is a massive difference between German and Italian. Italian looks a little like French, because of same language routes.
