Yup, for absolute monarchies it does. It also does to a smaller degree for republics. In the case of republics however, you are limited to dragging and ropping only from the 'colony theater governor' slots to ministers. For republics, you cannot drag and rop 'the oposition'. In the case of absolute monarchies there is no opposition: just 'candidates' all are "drag and droppable".
