I plan on renaming a few cities in my campaing AFTER I get reforms. Will that ruin anything?

It shouldn't tremendously. If you hold the city for the rest of the game and don't have any more reforms coming, it shouldn't do too much. You may never see the victory message, if you haven't already, though. Again, if there may be a script specifically about that town that may mess up, if the enemy takes the town there will be slight problems, and there may be little things like victory conditions.

There isn't much problem in changing city names if you keep them, but you may not want to just to be safe.

Can you change the name for a while, and then change it back to the origonal name to get the victory conditions?

For some cities. You cannot type in any non-standard characters in game. Some of the Germanic names cannot be retyped because of the odd characters in them. I don't think you can even type a space for ingame renaming...

    Default AW: changing the citynames

Oh, I remember renaming cities back to obtain the victory screen, worked flawlessly.

You can type a space, but not a dash (-).

So you don't think I messed up the AI-Romans' reforms? It's just about the number of settlements they hold, and the Casse settlements I did never touch (nor the Galloroman ones).

What about the changing the preferences and change the names ingame? That doesnt mess anything up right (not that I do it)?

Changing to the preferences file to allow you to change city names does not do any damage, but actually changing them in game is what does...
